Sub-contractors are hired to perform the work activity on the behalf of the Primary Contractor as part of the overall project and pay for the services as per agreed terms and conditions. It is mandatory that the sub-contractor is hired as per the standards and the documentation should be done to ensure the correct sub-contractor is hired. The checklist generally includes;

  1. Compliance with the Method Statement (MS) and Risk Assessment (RA);
  2. Development & submission of the Generic Risk Assessment (GRA);
  3. Toolbox Talk (TBT) delivery to the workers before job activity commencement;
  4. Comprehensive supervision of the workers;
  5. Comprehensive compliance with the PPEs Policy;
  6. Comprehensive compliance with the Lockout & Tagout (LOTO) program;
  7. Compliance with the Permit to Work (PTW) program;
  8. Provision of safe entry and exit from the workplace;
  9. Provision of the Emergency Response Plan (ERP);
  10. Provision of a safe and credible work platform;
  11. Submission of the details of the workers;
  12. Submission of the 3rd party inspection of tools and equipment;
  13. Submission of the 3rd party training of workers and certificate submission;
  14. Safety Data Sheet (SDS) submission for the chemicals to be used;
  15. Submission of the details of tools & equipment that are to be used;
The subcontractor will give an undertaking on a formal document in order to testify he will comply with the policies and satisfy the requirements. The sub-contractor will also submit his HSE Policy, 3rd party liability insurance, and company registration certificate issued by a formal body.

Generic Risk Assessment, Method Statement, and Emergency Response Plan (ERP) are basic and mandatory document and should be submitted before job commencement for review and approval.
